There are lots of books about this and it seems like common knowledge but Ham haters and knowledge are not very well acquainted. I don't think it was Mercedes or Ferrari. The big spenders know they are always close to going over and wouldn't want to use words/actions that could be thrown back at them in the future. I think it's one of the midfield teams like Haas or Mclaren. Merc made a lot of noise because they wanted their rival to have a penalty harsh enough to knock them back.
